The Southeastern Ohio Port Authority’s mission is to support strategic partnerships that secure investments and opportunities to enhance the infrastructure, tax base, workforce, and overall quality of life in Washington County, Ohio.
We provide mission-critical support to our public and private sector partners by facilitating access to resources and opportunities that enhance our local economy.
When we successfully fulfill our mission, our community receives the benefits of new jobs, investments, and amenities that make Washington County a better place to live, work, stay, and play.

Jesse Roush, MSPM <br> Executive Director
Jesse began his professional journey with a decade in the energy sector, collaborating with multiple stakeholders to routinely deliver projects on time and within budget. Transitioning to economic development in 2016, he has led several successful development projects including the ongoing revitalization of two former coal-fired power plants. Roush has facilitated over $100M in site and infrastructure projects in his career. He holds multiple certificates and a Master of Science in Project Management from Ohio University.
He currently serves as President-Elect for Marietta Noon Rotary, on the Warren Local Board of Education, and as a board member for several nonprofits. Roush resides in Vincent with his wife Tracie and their three daughters Kaydence, Kenna, and Kamren. Outside of work, he enjoys hunting, working on the farm, and traveling with his family.

Mackenzie Goldsberry <br> Project Associate
Mackenzie brings a unique blend of skills to her role as a Project Associate at the Southeastern Ohio Port Authority. Prior to joining the Port, Mackenzie spent nearly five years in the banking industry, where she honed her expertise in consumer collections and people management. Her educational background includes degrees in Marketing and Communication Studies from Marietta College, where she developed a keen understanding of strategic communication and market dynamics.
Mackenzie is dedicated to leveraging her skills to contribute meaningfully to local economic growth. Her work at the Southeastern Ohio Port Authority focuses on fostering strategic partnerships and initiatives that promote sustainable development and enhance the quality of life for residents. Mackenzie resides in Marietta with her husband Matt, and their dog Piper. Outside of work, Mackenzie enjoys traveling, baking, and spending time with family.

As a public-private partnership, the Southeastern Ohio Port Authority (SeOPA) benefits from a variety of funding sources that highlight our collaborative nature. In 2024, we were allocated $175,000 by the Washington County Commissioners, covering about 50% of our operating budget. Our partners contribute nearly $100,000 annually, making up roughly one-third of our budget. The remainder is funded by revenues from real estate assets, service fees, and grants.
SeOPA is not classified as a 501-C3; it is a government entity and the IRS ruled the Port Authority is tax-exempt and can receive tax-exempt charitable donations.
